Here is quite possibly the only tip I know:
Carrots are pretty frail when they first start growing and if your soil tends to get crusty it can actually inhibit the seedling from breaking through to the air. A good way to prevent this is to form your raised bed and then put a small trench in it and fill the trench with an inch or so of potting soil. By planting the seeds in the potting soil you give them great nutrients and good moisture retention to start on and you prevent the top of the soil from becoming crusty.
